Old post, but the difference between the tangent and sine of small angles (up to about 45-50 min, or 12-13 mrad) is a very similar value. At the limits mentioned, I recall the value difference is less than 1%.
If I had to guess, I would have to side with TMOA. However, either way, it would be usable for hits out to a fairly good distance before truly seeing any difference.
