The first time I attempted to use the top turret after zeroing the scope and setting the zero stop it made it one revolution and stopped on 23 now it will only move from 23 to 21 any suggestions?

I have a CZ 527 that I would like to outfit with 20 MOA rings and a EP5 the CZ has 16 mm mount. I am not finding any good options except picininny rail. I am not excited about that option.
