I have an Arken SH4-GEN III 4-16x50 on my .308 precisions rifle. It's brand new, and I am brand new to this, so let me ask what may be a simple question to answer. Should I set both elevation and windage turrets in the middle of their total travel before I zero the scope and rifle at 100 yds? Or, does it matter?

It may or may not matter. If you happen to have a scope that got out of the factory without a mechanical zero, you might be hindered in getting a good zero, and may not have the travel in either the elevation or windage. I would double check it if I were you. Never hurts to double check.
Bore sight or use a laser scope mount kit to get you close enough to actually hit the paper target. Otherwise you may need to start much closer than 100 yds. Reset your turrets to the ”0” after you are grouping shots at your desired sight-in range. YouTube has videos on bore sighting after mounting or shooting a new scopes gun.
