Maybe I didn't explain enough for some; I did back out the screw and of course the Turret would turn. My probem is that if I turn the screw back down, even leaving a third of the screw exposed it again locks the Turret. Is the screw supposed to set proud of the top of the Turret; I don't think so.
I can only turn in the screw so far, then it locks the turret and a third of the screw sets proud of the top of the turret.

You will need to back out the ZeroStop lock (brass) screw, and the ZeroStop set (on top) screw. That will free up the turret to move.
