I'm a bit frustrated with my varmint MTR in 22. I have the Arken 5 to 25 x 56 scope and their low rings, and the bell barely barely clears the barrel, but the bolt does not clear the back Ring. So I was wondering if the medium height rings would allow the bolt to clear and cycle on a 25 MOA rail? Arrrrgggg

Yes, the Medium rings should clear. You can check for this clearance by adding the .34" difference to your current setup. The low rings are .92" high, and the Medium rings are 1.26" high. That should give you the clearance you need. You will need to add a cheek riser or something of that nature to get the proper cheek positioning on the rifle.
Normal rule of thumb 40-44mm Obj 30mm tube low rings. 50mm obj with 30mm tube med rings and 56mm Obj 30mm tube high rings but, add a 34mm/35mm tube it can get alittle tricky just enough to drive ya nuts. I believe Arken rings run a little on the high side. I like to see about .200-.250 gap B/W barrel and objective thats my personal prefrance. I think you should be ok with there med rings. Hope that helps
I have the same gun and scope with the medium rings and no problems.
